Fire Protection and Emergency Medical Services are provided through a joint service provider agreement with Bulverde Spring Branch Emergency Services.
There are three (3) Emergency Service Districts (ESDs) that serve the Bulverde Spring Branch area and are referred to as ESD 1, ESD 4 or ESD 5. Most Bulverde residents receive Fire protection services through funding provided by ESD 5, while Spring Branch residents are provided Fire protection services through ESD 4. Most everyone in the Bulverde Spring Branch area is provided EMS services through the support of ESD 1.
ESDs are geographic subdivisions of the State of Texas like a school district or a county. They may support or provide local emergency services, including emergency medical services and rural fire prevention and control services. ESDs impose a sales and use tax and/or property tax to support or provide these services. In addition to other powers, an ESD may also own real or personal property, enter into contracts, employ agents, and accept donations. ESDs are the only practical way to adequately support emergency services in many Texas municipalities as well as suburban and rural areas of the state.
